[OCMUI QE] Migrate ocmqe to rosa-support tool influence resource creation in OCM QE CIs

      In recent conversations with backend team, it has been identified that the ocmqe tool that is used for resource creations from AWS side will be depreciated soon. The same will be replaced with another tool called rosa-support https://github.com/openshift-online/rosa-support 

      OCM UI QE depends on ocmqe to create the AWS resources required for cluster installations. Those will be migrated to rosa-support.

      Possible changes required in following areas

      1. Docker image for rosa-support tool.
      2. Integration of the image reference with runner scripts.
      3. Related changes in pre-run scripts to align the rosa-support tool definitions.
