Steps to reproduce:

1. Open OCM UI in multi region env (https://console.dev.redhat.com/openshift/?multiregion=true)
2. Install a managed cluster
3. Go to cluster details page
4. Click the refresh button on the top right of the screen, or wait for auto-refresh to happen.
5. Check the "Enable" button in the delete protection section

Wrong behavior:
The button is disabled. It should not be disabled when the page is being refreshed (manual refresh or auto-refresh).

Expected behavior:
It should be disabled only after manually changing delete protection value.
