Description of problem:

User was initially landed in cluster list page and then navigated to another section of OCM UI ex: overview page then comes back again to the cluster list page that resulted showing "No cluster found" label for some time on the page while loading the data. This seems like wrong behavior.

Steps to Reproduce:

1. Open OCM UI staging using https://console.dev.redhat.com/openshift/?multiregion=true 
2. Click "Overview" option from left navigation.
3. Click "Clusters" option from left navigation.
4. See the behavior.

Actual results:

At step 3, The wrong label "No cluster found" seen in cluster list for sometime and we should avoid it.

Expected results:

There shouldn't be any "No cluster found" label while loading the clusters in cluster list
