Description of problem:

If the user goes to cluster details page of an archived cluster, he can see the access requests tab.

Steps to Reproduce:

1. Open OCM UI staging.
2. Go to cluster details page of an archived cluster
3. Observe the tabs page

Actual results:

At step 3 the access requests tab is shown

Expected results:

At step 3 the access requests tab shouldn't be shown as it would be useless for the user.
