Description of problem:

Access requests for clusters that at a later time get archived/deleted are still shown in the cluster list page warning message.

Steps to Reproduce:

1. Create an access request for a cluster
2. Open OCM UI staging wth a org admin user or the cluster owner
3. Verify his organization has the capability "capability.cluster.enable_access_protection" enabled
4. Delete the cluster
5. Go to cluster list page
6. Observe the presence of warning message

Actual results:

At step 6 you can observe that a link to the access request created above is shown

Expected results:

At step 6 no access request of archived clusters should be shown
