User story:

Because the UI may become extremely slow or unresponsive with a large number of clusters, provide a warning when the expected number of clusters is over 5,000 clusters

NOTE: This is a temporary solution until required filtering or other method is determined to handle a large number of expected clusters

NOTE: The number of expected clusters is determined by an API call that will be completed as part of OCM-6091

Acceptance criteria:

• If the total expected number of clusters is over 5,000 a warning is shown
• If the total expected number of clusters is at or under 5,000 no warning is shown.
