Description of problem:
During ROSA v2 cluster wizard flow , user has selected the option to configure the cluster wide proxy . Once cluster wide proxy definition are in place, User has navigated further and reached to "Cluster roles and policies" step, then user tried to move to next steps a by clicking "Next" button from "Cluster roles and polices" step, The wizard always reported wrongly with "Leave cluster creation" dialog. This blocks the wizard flow.

Steps to Reproduce:
- Open OCM UI staging.
- Launch https://console.dev.redhat.com/openshift/create/rosa/wizard?rosaV2=true and select control plane as "Hosted"
- Reach to "Networking">"Configuration" step.
- Check the "Configure a cluster-wide proxy checkbox and click "Next" button.
- Fill proxy definitions and proceed to next steps.
- Reach to "Cluster update strategy" step.
- Click "Next" and see the behavior.
Actual results:
At step 7, When user click "Next" button wizard presented wrongly the "Leave cluster creation" dialog. This is wrong and blocked cluster creation.
Expected results:
There shouldn't be any unwanted dialog popups especially when user click on "Next" button in above scenario. User should be allowed to proceed and able to create cluster.
