OCM Core Sprint 252, OCM Core Sprint 253, OCMUI Core Sprint 254
OSD clusters created with GCP Marketplace billing model, we should allow autoscaling enable/disable WITHOUT the need for a specific org level capability.

"We previously did not have consumption-based billing for OSD and hence autoscaling was not enabled. With OSD now purchased/billed through the Google cloud marketplace, we have consumption-based billing for OSD on GCP (specifically when the billing model is marketplace-gcp). in these cases, we can (I thought we already had) autoscaling enabled/allowed for customers to configure (without the need for a specific capability)"
Implementation Details
After discussing with Abhishek, the final conditional to determine whether to show/hide the autoscaling controls is:
rosa || (osd && marketplace-gcp) || (osd && redhat-marketplace) || org capability)
