Description of problem:

A ready ROSA hypershift cluster> machine pool tab, Under "Add machine pool" dialog , there was a wrong tool tip text shown against the "Add machine pool" that "Maximum cluster node count limit reached". This should be shown only when there is a limit reached. The same also seen with "Edit machine pool" dialog's  "Save" button too.

Steps to Reproduce:

1. Open OCM UI staging.
2. Open a ready ROSA Hypershift cluster.
3. Go to machine pool tab.
4. Click "Add machine pool" button.
5. In "Add machine pool" dialog , fill all required fields.
6. See the tool tip text on "Add machine pool" button.
7. See the behavior.
8. Go to machine pool tab.
9. Select a machine pool and click "Edit" context menu.
10. See the tool tip text on "Save" button from "Edit machine pool" dialog.

Actual results:

Wrong tool tip text associated to "Add machine pool" and "Save" button from "Add machine pool" and "Edit machine pool" dialogs although there is no node limit reached in this case.

Expected results:

Show the tool tip text against  "Add machine pool" and "Save" buttons when there is a node limit reached for the cluster.
