Using the new break glass apis, allow user from the UI to create admin access to a cluster that is controlled by external authentication.
Needs UXD.
Acceptance Criteria:
- Add break glass credentials to allow users using external authentication to use local admin authentication to access cluster
- There should be a list view that shows user credentials and their relative state
- Users should be able to view (and possibly download) their credentials in the form of a kubeconfig file
- Users should be able to revoke all credentials on the cluster
