Overview
Due to the FIPS compliance issues the ART team have assisted us in ensuring that both rhel8 (non FIPS) and rhel9 (FIPS compatibale) tar.gz are available for downloading. It was decided to add 'RHEL 8' and 'RHEL 9' to the OS Type dropdown:
Implementation / UX
Goal
To ensure the console GUI at console.redhat.com/openshift/downloads will allow end users to select either or both binaries to download. This will be available from 4.15.5

Note: there is still an open issue about maintainability of this, ie. how long would we display the 'rhel 8' / 'rhel 9' options? What happens when rhel10 arrives?
