Description of problem:
For 4.16 payload we just have one oc-mirror which is rhel9 and when executing oc-mirror tests on RHEL8 client they fail with error below Mar 4 03:11:35.355: INFO: Running 'oc mirror init' Mar 4 03:11:35.437: INFO: Error running /cli/oc mirror init: /usr/bin/oc-mirror: /lib64/libc.so.6: version GLIBC_2.33' not found (required by /usr/bin/oc-mirror) /usr/bin/oc-mirror: /lib64/libc.so.6: versionGLIBC_2.34' not found (required by /usr/bin/oc-mirror) /usr/bin/oc-mirror: /lib64/libc.so.6: version `GLIBC_2.32' not found (required by /usr/bin/oc-mirror).

1. Use link https://mirror2.openshift.com/pub/openshift-v4/x86_64/clients/ocp-dev-preview/4.16.0-ec.3/ to download oc-mirror 2. 3.
Actual results:
oc-mirror version present there is built on rhel9 .
Expected results:
we need to have oc-mirror.rhel8 and oc-mirror.rhel9 at the same time for 4.16 ec3 payload, similar to what we have for oc . And if customers try to use oc-mirror from here it will fail on rhel8 client systems
