Definition of Done:

1. Modify the cypress-qe-prerun.sh script and implement ocmqe command executions 
2. Create initially a VPC with three AZ i.e. three public and private subnets that allow us to support both ROSA/ROSA HCP and a few security group definitions.
3. Add a logic to export the newly created AWS definition to cypress.env.json in the same script.
