The goal of this phase is to remove the ROSA classic wizard both from the UI and the code base. NOTE: existing ROSA classic clusters will still be supported in the UI.  This removes the ability to create new ones in the UI.

Step 1 - Change routing so users go directly to the HCP wizard instead of the intermediate control plane page (See OCMUI-1369).  This change in routing will use feature gates

Step 2 - Verify new routing with QE

Step 3 - Switch feature gates so all traffic bypasses the intermediate control plane page and goes directly to the HCP wizard

Step 4 - Remove all  ROSA V2 code and components used solely by ROSA V2 

Step 5 - Remove intermediate page code

Step 6 - Remove all feature gates created  in this phase
