The goal of this phase is to create a version of the ROSA wizard that only has HCP items.  This will clean up the code and prepare it for future work.   After this phase is complete, users will pick the control plane outside the wizard.  Once inside the classic (V2) or HCP wizard (V3), users should not see any changes from today (V1).

Step 1 - Copy ROSA V2 (completed in OCMUI-1252)  and all connected components - Known as ROSA V3

Step 2 - Remove all classic based code and old HCP features so the wizard only contains logic/display for HCP

• Entry will be based on feature gates
• Clean up can be done my multiple people

Step 3 - Create an intermediate page that allows user to choose between creating a classic ROSA cluster (ROSA V2) and HCP cluster (ROSA V3)

Step 4 - Remove the first step (control plane) step from both ROSA V2 and ROSA V3

Step 5 - Verify ROSA V3 with QE

Step 6 - Switch feature gates  so users first go to the intermediate page when creating a ROSA wizard, then they go to ROSA V2 for classic and  ROSA V3 for HCP

Step 7 - Remove feature gates created in this phase
