[OSD Wizard][ROSA Wizard] Remove availability zone placeholder

      Currently in the OSD and ROSA wizards, the UI shows always 7 options. 6 for AZs, and one extra which is a placeholder with the text "Select availability zone".

       

      This placeholder can even be selected, so if users select an AZ and then the placeholder, the selection is removed.

       

      We should use a placeholder text and keep only real AZs as the options in the Dropdown.
