Privatelink clusters don't show the "network" tab in the cluster manager

      A Customer opened a support ticket with us to figure out why they are unable to modify their cluster wide proxy settings in the ocm ui. It turned out, that the clusters page in the ui is missing the "Networking" tab, making it impossible for them to modfiy the settings.

      Some initial debugging seems to indicate that this is related to the fact that the customer cluster is a privetelink cluster.
