Description of the issue
User has created OSD (non CCS + AWS) cluster with cluster privacy set to "Private". After cluster creation in Overview details , The networking tab is missing and because of the same user unable to change the private cluster to public. The networking tab was available in earlier staging version and probably missing due to regression with new changes.

Steps to Reproduce:
- Launch OCM UI staging.
- Install an OSD non CCS cluster with cluster privacy set to private (Cloud provider : AWS)
- Once the cluster is ready, Open the cluster overview details page.
- Try to change the cluster privacy to public (i.e.Control Plane API endpoint to public API as well as default application router to public) from Networking tab.
Actual results:
Networking tab is missing from OSD non CSS private cluster and because of the same user unable to make the changes as mentioned in step 4.
Expected results:
Networking tab should be shown for an OSD non CSS private cluster and should allowed the user to make the changes as mentioned in step 4.
