Create/update the following folders and files in the GitHub and GitLab repositories:

• Create an observability folder in OCP repo
  • Nest Monitoring, Logging, Distributed Tracing, and Network Observability folders 
  • Include other necessary files, folders, and symlinks
• Create branches for every supported version of each Observability component
• Create a new distro_map.yaml file for openshift-observability 
• Create a new topic map for observability-docs
• Add the project to the sync.yaml file
