While doing work for https://issues.redhat.com/browse/OBSDOCS-352, I discovered that the modular docs guidelines are not being followed by the procedure files in the Managing silences section of the monitoring docs: https://docs.openshift.com/container-platform/4.13/monitoring/managing-alerts.html#managing-silences_managing-alerts. All of the proc modules contain multiple procedures.

Because these fixes would have been extensive and intrusive, I didn't include them as part of scope of OBSDOCS-352.

So this Jira is to capture the work that needs to be done to make sure that all procedure files in this section contain only a single procedure, per the mod docs guidelines.
