[blocker][TRACING-4827] Add deprecation note to the Jaeger operator installation page when installing from OCP web console.

      Currently when we install the Jaeger operator from OCP web console, we do not show any deprecation note on the installation page. We should show a deprecation note along with the removal date for the Operator. We need to make this change in the package manifest. 

      Here is an example for Elasticsearch Operator:
