Not consistent Release Notes structure for Logging and missing Release notes for Logging 5.8

      ISSUE 1. Structure of the Release Notes

      In the past, it was reported a bug for the logging structure: https://issues.redhat.com/browse/OBSDOCS-924.

      Now, it was detected something in the structure that could lead to more noise. It's observed the next two different structures for the Release Notes:

      Observability > Logging > Release Notes > 5.9
      Observability > Logging > 6.0 > Release Notes
      Observability > Logging > 6.1 > Release Notes

      For logging 5.9 is a level where it could be understood that inside could be all the Release Notes for all the Logging versions, but it's not.

      For Logging 6.0 and 6.1 in another different level in the structure inside the specific version.

      ISSUE 2. Missing Release Notes in OpenShift 4.16 and OpenShift 4.17 for Logging 5.8

      Logging 5.8 is supported in OpenShift 4.16 and 4.17 as visible in "OpenShift Operator Life Cycles" as it's EUS, but not Release Notes for it
