Proposed title of this feature request

Updates to Observabiltiy documentation to align with changes on docs.openshift.com as well as changes in Observability strategy. 

What is the nature and description of the request?

• Change navigation in Observability docs - include onboarding documentation, detailed component documentation, use case/solution focused documentation 

Why does the customer need this? (List the business requirements)

• Changes from component focus to solution/problem focused documentatio n

List any affected packages or components.
