Console page for RH observability products

What is the nature and description of the request?

Right now, RH observability operators can be discovered from OLM catalogs but the process isn't easy since they are scattered across different categories (Monitoring, Logging, Network). They look more like a collection of dispersed tools.

Note: while we could group them under the "Observability" category, it would still require effort from the users to filter all operators (+ it's not possible to proceed for now, see https://issues.redhat.com/browse/LOG-4691).

As an OpenShift user, I'd expect to find the following information in the OCP console (place to be defined):

• RH products which can help me in the observability space.
• Getting started resources (similar to what exists in the admin Overview page).
• Link to the official documentation.

Why does the customer need this? (List the business requirements)

To make it easier to discover and install RH observability products.

List any affected packages or components.
