Implement the PrometheusRemoteWriteReceiver in the OpenTelemetry collector

What is the nature and description of the request?

This feature request consists of implementing a receiver able to ingest metrics coming in the Prometheus Remote Write format and have the ability to connect it in the relevant OpenTelemetry metrics pipelines. Scope is to land it as part of the Red Hat build of OpenTelemetry Distribution.

Why does the customer need this? (List the business requirements)

It's used to receive prometheus metrics from Prometheus/Thanos/OTel-PrometheusRemoteWriteExporter for:

• Avoiding the need to use the /federate endpoint, which is not efficient.
• Having an OpenTelemetry collector as gateway between clusters.

List any affected packages or components.
