Support remote-write V2 protocol in OCP 

What is the nature and description of the request?

Prometheus introduced a new version (v2) of the remote-write protocol. While the feature is supported by our downstream Prometheus and Prometheus operator, it isn't exposed in the Cluster monitoring operator(CMO) configuration.

Why does the customer need this? (List the business requirements)

Remote-write v2 is more efficient in general. It's also the only version supported by the  (alpha) OpenTelemetry collector's Prometheus remote-write receiver (OBSDA-854) which would simplify export of Prometheus metrics to OTLP compatible endpoints.
