Change the source link to point to developer view when an alert is notified through Email

What is the nature and description of the request?

when the source link in the alert notifications through Email is accessed it takes us to the observe section in Administrator view .

cu wants the source link to point to developer view of that particular namespace of that alert .

Why does the customer need this? (List the business requirements)

Users who are viewing these alerts do not have access to the Admin view, so cu wants 

'Developer' view 'Observe' tab for the respective namespace instead or possibly have links to both views

List any affected packages or components.
