Proposed title of this feature request

ACM for distributed tracing and OTel

What is the nature and description of the request?

The goal of this feature is to provide advanced cluster manager capabilities to the distributed tracing OTLP collection, enabling the following:

      1. Installing OpenTelemetry collectors to many clusters from one console
      2. Enable shipping all traces from multiple clusters to one instance where Tempo is installed
      3. Visualize traces from the whole fleet in the same console
      4. Filtering traces by region/datacenter/cloud/infra/team/application

Why does the customer need this? (List the business requirements)

Customers are repeatedly asking for this. For example (but not limited to) a central observability cluster managed by an SRE team is a common setup. Such cluster is dimensioned and maintained separately from the ones where an application is running

List any affected packages or components.
