Multicluster support for OTEL collector

What is the nature and description of the request?

The OpenTelemetry collector shall be able to send OTLP metrics and traces between clusters

Why does the customer need this? (List the business requirements)

This enables parts of having a separate Observability cluster, ACM integration and potentially Edge use cases.
