Loki Operator - Add flexibility to Persistent Volumes

What is the nature and description of the request?

This work will add flexibility into the Loki PVs.  When a user needs to change Loki t-shirt sizes, they will be able to do so without needing to create a new PV.

Why does the customer need this? (List the business requirements)

This solution eases the user's burden of resizing Loki.
