Description of problem:

OADP offering multiple versions on the same OCP cluster version has lead to constant install issues for partners and customers.  Moving forward with OADP-1.5.0, only one version of OADP will be installable on any given OCP version.   ATM OCP 4.16+ only offers OADP-1.4.x.

• OADP 1.5.0 will be installable on OCP 4.19+
• OADP 1.4.x will be marked deprecated on OCP 4.19 ( Requires FBC – which requires Konflux )
• Customers must be able to upgrade from OADP 1.4.x OCP 4.18 to OADP 1.5.0 on OCP 4.19
• Consider the use of file based catalogs ( available once using Konflux )
• Change the operator channel name to stable (1.5+)
