We want to add support for OADP operator to install the kubevirt velero plugin.
1. Automatically include the plugin as a default that is in the example CR much like the openshift plugin is. This requires that the plugin doesn't break if the Kubevirt CRDs are not installed.

The CNV team (https://issues.redhat.com/browse/CNV-13702) needs a way to install OADP with the kubevirt plugin without needing to edit OADP CRs.
