Network Observability console plugin

Goal: Create the console dynamic plugin to visualize netflow data.

Why is this important?

This is the visible part in OpenShift Console of all the network observability initiative.

• OpenShift Console installed

Acceptance criteria:

• When Network Observability Operator is installed, this console plugin can be enabled and accessed via the OpenShift console
• Flows are visible as a table, with relevant filtering and sorting options
