Operator: create placeholder for console plugin

      The operator will deploy a service/pod to expose frontend assets for a console dynamic plugin, as explained here: https://docs.google.com/document/d/1TTgywlUn52faDgRPbCbxu_1Wpkmraa92zyWpLC0LN9A/edit#heading=h.nj478kdzqv9q

      While these assets are yet to be created, we can still create a dummy console plugin that is served by an HTTP server deployed by the operator. We should create a new repo in this purpose.

      The operator also creates an associated ConsolePlugin resource.

      If everything works as expected, this dummy plugin could be enabled via the console operator.
