Description of problem:

eBPF agents are in CLBO for OCP<4.18

Steps to Reproduce:

1. Deploy NetObserv 1.11
2. Deploy flowcollector

Actual results:

eBPF agents are in CLBO

Expected results:

eBPF agents should come up with flowcollector ready
