Investigate testing required to support a single Loki for Logging and NetObserv

      Need to detail the testing required to support Logging and NetObserv using a single Loki deployment.   Functionally this should be fine since Loki already supports multiple tenants.  From a test perspective the main concern would be PerfScale:

      • rates at which Loki starts experiencing ingest or other Perf issues
      •  configurability of limits (global vs per-tenant)
      • ??
