During the F2F we mentionned the possibility to bundle netobserv in OCP releases.

This will install our operator by default letting the ability to any customer to not install it if needed.

It will help to promote the operator as the console plugin would be able to add pages to inform the user about the capabilities

It will also help SD to run captures without installing the operator themself (sometimes they can't)
