Enable feature prom. metrics if loki is disabled

      Description of problem:

      Currently metrics for features such as DNSTracking/FlowRTT/PacketDrop are not enabled by default, we should enable them if Loki is Disabled

      Steps to Reproduce:

      1. Deploy NOO, create flowcollector with any feature such as DNSTracking/FlowRTT/PacketDrop
2. On Netflow Traffic select prometheus as datasource
3. Select any feature specific metric such as RTT

      Actual results:

      error message that feature metric is not enabled

      Expected results:

      feature metric should be automatically enabled if prometheus is used as datasource.
