As part of the effort to improve experience when Loki is disabled, the goal is to still show the console plugin with as much data as we can, using existing metrics.
The existing metrics should allow to show:
- The topology view
- The charts (overview)
Both of them with limitations in terms of filtering and aggregations: it won't be possible to show resources-based aggregation (pods), the lower we can have is owners (workloads).
The flows table view should be inaccessible.
We will need either to implement multi-tenancy on our side, or block this feature for non cluster admins. (Note: this is to be tested, but since the thanos querier is accessed with the user bearer token, there should not have anything special to implement - just tell in doc that when Loki is disabled, there's no multi-tenancy, and users need to have permissions for reading metrics)
