On a OSD cluster, a user under "dedicated-admins" group could not install Network Observability Operator as they don't have access to Namespaces API to create "openshift-netobserv-operator" NS required by operator.
In contrast with Loki Operator NS, the cluster already had openshift-operators-redhat created even nothing running in it, such users could install Loki Operator on the cluster.
To install Network Observability Operator, I needed to provision user with "cluster-admin" access (highest level of privileges)
