Limitation: NetObserv currently only runs its agents as a DaemonSet on all nodes in a cluster, no difference being made between control plane or worker nodes (or infra nodes). Even in the context of managed services and hosted control plane shared across customers, NetObserv won't make any difference about which nodes to run on. For that reason, as pointed in NETOBSERV-1196, it seems legit that only cluster-admins can install netobserv.

If we need NetObserv to run on only a subset of the cluster nodes, and installable by dedicated admins, a new RFE should be created.
