include metrics role and rolebinding in operator bundle

      Previously, when the operator was installed from the CLI, the Role and RoleBinding necessary for Cluster Monitoring to read the metrics were not installed as expected. The issue did not occur when the operator was installed from the web console.

      Now, the required Role and RoleBinding are installed for whatever operator installation method used.

    Description

      NETOBSERV-142 added functionality to have Operator metrics scrapped by cluster prometheus. When installed via OperatorHub UI, console appears to create prometheus role and rolebinding for Operator. However when subscribing to Operator via CLI we need to do create those Role/Rolebinding manually.

      We consulted OLM team and they suggested to include it in operator bundle, it will need to be tested out though whether there are side-effects to this approach when installing via CLI and OperatorHub both. See thread
