Network Observability infra health

This is to provide health information about the underlying architecture deployed for Network Observability using metrics / alerts.

Individual components should expose their status gathered in a dedidated Network Observability Health dashboard.

The console plugin should be able to display a info / ribbon / error message bringing the user to the related dashboard.
