The rubric created in NE-962 should be used to evaluate a list of GW API implementations.  When the past GW API implementations were chosen, it was not documented why one was chosen over another, thus it became quite easy to dump a selected implementation.  This comparison will document due diligence on the choice of implementation/s.

One such list includes these three:

1. HAProxy Ingress Controller + HAProxy
2. Istio Ingress + Istio Envoy
3. Contour + Contour Envoy?
4. Any others?
