Create rubric to compare OpenShift Route API and Gateway API xRoute API

The rubric should address these areas, and possibly more:

• which features of Route API are covered/missing
• which proxies and proxy features are supported
• which features of GWAPI are covered/missing
• which additional extensions of GWAPI are included (rate-limiting, policy attachment, authentication, and selected other features)
• community involvement and size
• project sponsorship
• CNCF membership
• other, yet-to-be-determined areas
