Once Istio/OSSM support edge proxy config settings for Gateways, cluster-ingress-operator will need to opt into these settings and provide any environment-specific settings needed. Depending on the finalized upstream implementation, this could require a subset of:

• Creating ProxyConfig(s) targeting the Gateway with settings provided
• Setting annotations on Gateways
• Creating custom bootstrap ConfigMaps with Overload Manager settings
• Passing settings to OSSM/sail-operator via Istio CR
