The Envoy documentation provides recommendations for configuring Envoy as an edge proxy: https://www.envoyproxy.io/docs/envoy/latest/configuration/best_practices/edge.html. Many of these best practices are not currently implemented by default in Istio, nor is it possible to set many of them without resorting to EnvoyFilters. The goal of this epic is to enable these settings for Istio Gateways, both for standalone OSSM and for OCP's OSSM-based Gateway API support, without requiring the use of EnvoyFilters.
