Make it easy to get all the logs and data related to the application in order to be able to debug any issue

Background

The next step after implementing targeted must-gather is a new service that allows users to request a must-gather run through an API and to retrieve the result as a tarball once completed.

The benefits are multiple:

• It doesn't require users to use the command line.
• The user is able to request a must-gather from the UI, by simply clicking on a button.
• Buttons can be added at different levels, i.e. plan and VM.

User Stories

As a migration owner, when having issues with a migration plan, I would like the ability to obtain and download all the logs, CRDs, and any other information required to debug easily.
