When triggering warm migration while there is an ongoing operation in RHV that locks the VM, the migration fails because the snapshot creation cannot be triggered.

The desired behavior would be to wait for the ongoing operation to finish and then proceed with the migration.

The difference between this issue and https://issues.redhat.com/browse/MTV-686 is that in this case, the operation was triggered in RHV (rather than MTV).

Steps to reproduce:

1. Start an operation that locks the VM (e.g., live migration or live storage migration)
2. Start warm migration

Expected result:

The migration would not fail but start when the VM is unlocked (assuming the ongoing operation is not too long, i.e., it executed for couple of minutes).
