The cutover operation has failed when triggered while precopy was being executed - the VM was locked in RHV and thus ovirt-engine rejected the snapshot creation (or disk transfer) operation.

The desired behavior would be to wait for the ongoing precopy phase to finish and then to execute cutover.

Steps to reproduce:

1. Start warm migration
2. Trigger cutover while there's an ongoing precopy operation

Expected result:

The cutover operation would be triggered, it won't be executed at that time because the VM is locked but once the precopy operation completes, the cutover operation would be automatically triggered
